‘Ndrangheta in Toscana: confiscato il tesoro dell’usuraio che taglieggiava un imprenditore senese

I tentacoli della criminalità organizzata calabrese si erano allungati fino al cuore della Toscana, inquinando il tessuto economico locale con traffici di droga e prestiti a tassi strozzinaggio. Ora, a conclusione di un lungo iter giudiziario, lo Stato ha acquisito in via definitiva i beni accumulati illecitamente da un narcotrafficante e usuraio strettamente contiguo alla cosca della ‘Ndrangheta dei ‘Bellocco’ di Rosarno.

L’operazione, condotta dai finanzieri dei Comandi Provinciali di Firenze e Reggio Calabria insieme al personale dello S.C.I.C.O., ha portato alla confisca di un patrimonio stimato in circa 200mila euro.

Gli affari criminali in Toscana: usura a Siena e droga a Pistoia

La figura del criminale, caratterizzata da una pericolosità sociale costante fin dalla fine degli anni Novanta, è emersa con forza in due distinte inchieste coordinate dalla Direzione Distrettuale Antimafia del capoluogo toscano e condotte dal G.I.C.O. fiorentino.

L’episodio più allarmante per l’economia regionale riguarda l’indagine Buenaventura. In questo filone, l’uomo ha preso di mira un imprenditore del settore tessile attivo nella provincia di Siena. A fronte di un credito concesso, il calabrese applicava tassi di interesse usurai che superavano la soglia del 66% su base annua. Per recuperare il denaro, l’esponente criminale non ha esitato a mettere in atto pesanti manovre estorsive, aggravate dall’utilizzo del metodo mafioso. Per questi reati contro la persona e il patrimonio, nel 2022 il GUP del Tribunale di Firenze lo ha condannato in primo grado a otto anni di reclusione con rito abbreviato.

Il territorio toscano era per lui anche un crocevia per lo spaccio. L’operazione Erba di Grace ha infatti certificato il suo coinvolgimento in un traffico di sostanze stupefacenti radicato nella provincia di Pistoia. Una rete illecita che gli è costata una condanna a quattro anni di reclusione, emessa dal GIP fiorentino nel 2021 e successivamente confermata dalla Corte d’Appello nel 2022.

Queste attività si sommavano a quelle scoperte nell’ambito dell’operazione Magma della DDA reggina, culminata nel 2019 con quarantacinque provvedimenti cautelari e una pesantissima condanna a venti anni di reclusione per traffico internazionale di stupefacenti.

Il sequestro dei beni e le misure personali

La stretta sinergia tra le Direzioni Distrettuali Antimafia di Firenze e Reggio Calabria ha permesso di ricostruire la netta sproporzione tra i redditi dichiarati e la reale ricchezza a disposizione dell’uomo. Applicando il ‘Codice Antimafia’, la Corte di Cassazione ha rigettato i ricorsi della difesa e confermato le decisioni assunte in primo e secondo grado.

Lo Stato ha così incamerato in via definitiva una società, un fabbricato, tre autoveicoli, svariate disponibilità finanziarie e un’imbarcazione da pesca lunga circa sedici metri. Oltre al colpo inferto al portafoglio, il decreto della Corte d’Appello reggina ha reso operativa anche la misura di prevenzione personale, che obbligherà l’individuo a un regime di sorveglianza speciale, con l’obbligo di risiedere nel proprio comune per un periodo di quattro anni.

L’epilogo di questa indagine segna un punto cruciale nella tutela della sana imprenditoria, contrastando le infiltrazioni mafiose nel mercato per restituire trasparenza e legalità all’intero tessuto economico.

Il segretario generale della Uil nazionale PierPaolo Bombardieri ha dichiarato: “Il decreto Primo maggio è un atto politico e identifica un principio: si individuano i contratti che applicano il salario dignitoso. Ebbene, il governo ha deciso, su nostra richiesta, che questi sono i contratti firmati dalle organizzazioni comparativamente maggiormente rappresentative e, cioè, da Cgil, Cisl e Uil, che garantiscono più tutele e salari più alti. Fino a ieri questo principio non era scritto da nessuna parte: quindi si tratta di un atto positivo. Poi è chiaro che, ora, va declinato. A tal proposito, bisognerà fare un accordo con Cgil, Cisl e con le nostre controparti per definirne l’attuazione e l’applicazione. È per questo che abbiamo chiesto al governo sia di non esercitare la delega sia di dare i contributi soltanto alle aziende che applicano questi contratti”.

Bombardieri, poi, è intervenuto, ancora una volta, sulla questione della sicurezza sul lavoro. “Per noi, quella di zero morti sul lavoro resta una battaglia fondamentale e non ci fermeremo fino a quando non avremo raggiunto questo obiettivo. Con il governo è stato fatto qualche passo in avanti, ma occorre fare di più sul fronte della prevenzione, della formazione e degli investimenti. Scontro sulla nomina del garante per infanzia e adolescenza: eletto a maggioranza Stefano Scaramelli

FIRENZE – Il consiglio regionale ha nominato Stefano Scaramelli, che era stato proposto da Casa Riformista, come nuovo garante per l’infanzia e l’adolescenza. L’elezione è venuta a maggioranza, con 19 voti di preferenza registrati nel corso del voto segreto effettuato tramite dispositivo elettronico. Gli altri due candidati, Paolina Pistacchi e Luciano Trovato, proposto da Alleanza verdi e sinistra, hanno rispettivamente ottenuto 14 e un voto di preferenza. Le schede bianche sono state cinque.

Prima del voto per la nomina del garante dell’infanzia e dell’adolescenza, l’aula ha approvato all’unanimità un ordine del giorno, sottoscritto da Forza Italia, Fratelli d’Italia e Gruppo Misto – Futuro Nazionale, che dà mandato all’Uuficio di presidenza, di rivedere la normativa sulla figura dei garanti, prevedendo di eleggerli con una maggioranza qualificata, riducendo il tempo del mandato, e rendendo obbligatorie le audizioni in commissione dei candidati alla carica di garante.

Grazie a questo voto, poiché il nuovo testo riassume tutte le richieste esplicitate in altri ordini del giorno, Forza Italia ha ritirato i propri atti di indirizzo (erano indicati con numero dal 390 al 429) e lo stesso ha fatto Fratelli d’Italia, i cui atti di indirizzo andavano dal numero 430 al numero 520.

Prima delle operazioni di voto, era proseguito il lungo e serrato dibattito iniziato nel primo pomeriggio.

La capogruppo di Fratelli d’Italia, Chiara La Porta, rivolgendosi al presidente Giani e pur condividendo con lui che fare politica non è una cosa brutta, ha ribadito che se il presidente della giunta aveva fatto promesse al candidato Scaramelli, di opportunità per mantenere la parola data ve ne possono essere tante. Da qui la riflessione sui mancati requisiti del curriculum di Scaramelli, dei legami con il Forteto dell’altro candidato Trovato che rendono irricevibile una sua nomina, fino ad arrivare alla individuazione di Pistacchi, che al contrario si basa esclusivamente sulle sue esperienze professionali maturate, ha tenuto a precisare La Porta. E ricordando che il voto di astensione è a favore di Scaramelli, la consigliera ha invitato l’aula a votare in base ai curricula, pensando alle necessità delle fasce più deboli della popolazione.

Parafrasando il presidente della Giunta, secondo Marco Stella (FI) se vale il teorema di Giani, secondo il quale Scaramelli come ex presidente della commissione sanità e vicepresidente del consiglio regionale, ha le carte in regola per fare il garante, il presidente della commissione bilancio può fare il presidente dell’Abi. Ma nelle altre regioni la storia è diversa, l’incarico di Garante per l’infanzia e l’adolescenza è ricoperto da professori, avvocati ed esperti del settore. “Fare politica è un impegno degno, ma occorre capire bene il perimetro entro il quale ci muoviamo”, ha sottolineato, affermando che la figura del garante va scelta per curriculum e non per tessera di partito.

Delusione per come si è svolta la partita del garante è stata espressa da Claudio Gemelli (Fdi), a partire dai termini delle presentazioni delle autocandidature, dalle mancate audizioni in commissione, fino al colpo di teatro di Giani, che ha cambiato le regole in corso, e alla forzatura sulle modalità di voto, con la scheda bianca che equivale a voto di astensione. “È la modalità politica che mi crea disturbo – ha concluso – non si può garantire una autorità indipendente con un soggetto di parte”.

Secondo Jacopo Cellai (Fdi) “stiamo giocando una partita che sta andando ben oltre un perimetro comprensivo e logico, siamo arrivati ad un punto di arroganza politica e la fotografia è nitida: non è il momento di Scaramelli. La conferma viene anche dal silenzio della politica, con il segretario regionale del Partito democratico, solitamente sempre loquace, che su questa questione non si è pronunciato, ma soprattutto – secondo il consigliere – dal voto di Palazzo Vecchio, che si è espresso negativamente in modo pressoché unanime nei confronti di Scaramelli”.

Di figura del garante utilizzata per fine politico ha parlato anche Vittorio Fantozzi (Fdi), invitando la maggioranza a trovare una sintesi al proprio interno. Qui siamo di fronte ad “una sorta di eremo con l’abate Bezzini e con la madre guardiana Saccardi che invita a votare”. Non solo, secondo il consigliere il presidente della giunta avrebbe potuto curare meglio l’iter procedurale della nomina, ed evitare a Scaramelli questo tipo di trattamento.

Quale allora la dignità della politica? Alessandro Capecchi (Fdi) non ha alcun dubbio: “Questa si garantisce rispettando il ruolo del Consiglio regionale, che ha compiti di controllo e di indirizzo nei confronti della giunta regionale”. Secondo il consigliere il governatore non può condizionare la nomina dei garanti e quella di Scaramelli corrisponde ad una compensazione politica: “per onorare una cambiale elettorale vanno prima modificate le leggi”, ha concluso, auspicando un recupero dell’autonomia e dell’indipendenza dell’Assemblea toscana.

Un milione e mezzo di euro per eliminare l’amianto dagli edifici pubblici della Toscana

FIRENZE – Da quasi mezzo secolo sono noti i potenziali gravi rischi per la salute legati all’amianto, in passato ampiamente utilizzato nell’edilizia e in molti settori dell’industria per le sue caratteristiche ignifughe e di isolamento termico e acustico.

Da anni quello che viene comunemente chiamato anche ‘eternit’ non viene più impiegato in alcun settore manifatturiero e per eliminarne del tutto la presenza la Regione ha approvato lunedì (11 maggio) la delibera 568, che approva il bando dotato di un fondo di un milione e mezzo di euro a fondo perduto destinato a Comuni, Unioni di Comuni e Province della Toscana ed alla Città Metropolitana Firenze per rimuovere e bonificare gli edifici di proprietà pubblica dove ancora ne esistono tracce, come coperture, costruzioni cemento-amianto e luoghi di deposito di materiali friabili.

“Eliminare i rischi derivanti dalla residua presenza di amianto negli edifici e nelle pertinenze di proprietà pubblica – dichiara il presidente Giani – è un passo importante per rendere più sicuri ambienti frequentati da tutti i cittadini. La Regione intende muoversi in questa direzione per dare ai toscani una chiara indicazione: la presenza o l’impiego di sostanze e componenti nocivi nelle costruzioni ed in ogni processo produttivo, anche se residuale, deve essere in ogni modo contrastata e possibilmente eliminata a partire proprio da quei manufatti che sono parte del patrimonio pubblico e sotto la diretta responsabilità delle istituzioni”.

“Con questa delibera – spiega l’assessore regionale all’ambiente David Barontini – mettiamo a disposizione una prima dotazione finanziaria per sostenere concretamente gli enti locali nella rimozione dell’amianto dagli edifici pubblici. È un intervento che unisce tutela della salute, sicurezza ambientale e qualità del territorio. Un’azione che va a sommarsi a quella del 2020 rivolta alla rimozione dell’amianto nelle scuole e aziende sanitarie, finanziata nell’ambito del Programma Fondi Sviluppo e Coesione (Fsc). Abbiamo scelto criteri chiari e premiali per valorizzare i progetti più avanzati e sostenibili anche in ottica di transizione energetica. Così diamo attuazione al Piano regionale amianto, trasformando gli obiettivi in risultati concreti”.

Il finanziamento previsto dalla Regione copre fino al 100 per cento dell’importo della spesa ammissibile per i lavori di rimozione e lo smaltimento di coperture e manufatti contenenti amianto (cemento-amianto, vinyl -amianto, amianto friabile) e, in ogni caso, non oltre un massimo di 300 mila euro per il singolo intervento. Gli interventi dovranno riguardare edifici di qualsiasi destinazione d’uso, di proprietà dei soggetti richiedenti ed ubicati in Toscana, nei quali non si svolga ‘attività economica’ ai sensi delle norme sugli aiuti di Stato. La domanda di partecipazione al bando dovrà essere presentata dagli Enti interessati esclusivamente in forma telematica, per mezzo del Sistema informativo di Regione Toscana.

A seguito di istruttoria, Il contributo regionale sarà concesso con provvedimento del Settore Economia circolare e qualità dell’aria, secondo l’ordine di graduatoria e nei limiti delle disponibilità di bilancio.
